Subscribe to RSSA Mexican drug cartel in the central mountainous state of Guanajuato has agreed to a 'Papal ceasefire' during an upcoming visit by Benedict XVI, a local newspaper reported on Tuesday.
The group hung 11 banners -- a common way for cartels to communicate with each other and authorities -- saying they would accede to a recent request by Archbishop Jose Guadalupe Martin Rabago that they cease violence during the pope's visit to Mexico on March 23 to 26, Excelsior reported. The group, which the newspaper did not name, said the ceasefire was contingent on a rival cartel being blocked from operating in the state, authorities told the newspaper.
On January 22, Martin Rabago called on the members of the cartels to "collaborate at least to allow that all these people to attend a totally respectable act. Don't take advantage (of the situation) to do something that will take us to a place of sorrow and death."
Martin Rabago oversees the diocese of Leon, which the pope will visit on March 23.
Martin Rabago told reporters at the time that the pope's trip will bring "times of peace and grace." Leon has not seen the levels of drug violence other states have, but has experienced some attacks on highways.

The worsening violence and continued flow of drugs has caused many to question whether Mexico’s militarized approach is the right way to stamp out the cartels.

Take some time to really look into the cartels- what they are doing along our borders and whom they are aligning with. You'd be surprised that intel is indicating that Hamas and Fatah(terrorist anti-US groups) are in the area and appear to be setting up aliances with the cartels. Then there's the cartel activity along the border. Although not reported a lot, we've seen a series of Mexican military incursions into this country. We are also seeing cartel violence growing on both sides of the border- mutilations, kids, etc. It's getting uglier and uglier.
It's time to get our troops home and put them along the Mexican border to help the border patrol (until a real fence- funded by Congress a while ago BTW) is built. Then use the military and national guard to help really control the border. We have a major problem there and you need to know about it. Just start looking up what's going on. Read about it, inquire.

There was a "Secure Fence Act" in 2006 that passed Congress, but was withdrawn over Mexican government, environmentalist, and interest group protests. As I recall there was $750 million to do it. Heck, for the small cost of a billion or two (our 1 year "aid" to Packistan for example) we could afford to build it.

Joe, a fence will do no good. It's a gigantic waste of your (the taxpayer's) money. It's there for political reasons and nothing else. If you saw it, you'd know what I mean. You can climb over it or possibly dig under it or go through one of the many gaps around it or simply bypass it altogether. The border is wide open through most of Texas. Besides that, the Rio Grande is a natural barrier here. It's fast moving, deep and you can't wade across it down here. Why can't people understand that up north? I guess they've never been down here and their idea of it comes from movies in which people wade across it or raft across it. It's virtually impossible to do this without the border patrol being aware of it.
The "small cost" of a billion or two? Who do you think picks up the tab at the end of the day? You and I, i.e. the taxpayers' pay for it-- money that could be better spent on other necessary infrastructure like deteriorating roads, bridges, etc. BTW, most of the fence has already been constructed, from the ocean east of Brownsville all the way through McAllen. It juts through state and federal parkland (of which Texas has only a precious 2% as opposed to California which has around 42%) and is an ugly eyesore. Not sure what you mean by withdrawn, but I can assure you the fence is indeed up down here, virtually uninterrupted.

When Bush was in office in 1994 there were 11,000 CBP (customs & Border Protection)officers at the border and he committed 564 National Guard troops. Under President Obama the number of CBP agents has grown to 18,000+ and the National Guard troop deployment has increased to 1200, their efforts now augmented by the deployment of several unmanned Predator drones.
Homeland Security is using the citizens and residents of Nogales, AZ to test a surveillance system that will continuously monitor 4 square miles or provide scanning monitoring for up to ten square miles. The technology also includes retina scanners that are reportedly accurate up to 50 feet away with the person being scanned running. Its called 'Wide Area Surveillance System'. Plans are also underway to fit the system to those Predator drones and test-fly that over Nogales.
They are planning to roll out the WASS nationwide in areas that are usually considered hot spots; they would be particularly useful along the border, to monitor communes and cult encampments in hard-to reach places like mountains, search canyons and ravines and snowy mountainsides for victims of avalanches and other disasters. The infrared scanning can see through walls and roofs, giving the government a clear picture of who is inside a house, how many, and what these people are doing inside their houses. They'll be able to see who's cooking meth or growing pot in the basement, for example, who is brewing homemade moonshine in the woods behind the house, see who is breaking into someone's house, see a child molester molesting a child, heck, they'll be able to see you sitting on the toilet!

Decriminalize, regulate, and tax marijuana. Put the money fuelling the War on Drugs into treatment for hard-core drug addicts. Do that and most of the demand driving the cartels is gone. Simple economic theory says when that happens they will be gone too.
Sound too logical? It is, and that's why the US government will never consider it.
And all the cartels will magically disappear overnight with nary a sound nor a hint of violence. Sounds like a scam to me.

If the Mexican government was free of the influence of the drug cartels, they could find these pathetic drug organizations and destroy them. The problem is that much of the political system and law enforcement structure are under the control of the cartels. The U.S. is the only country capable of sending in the necessary military assets to crush the cartels, but we won't because of political reasons.

Yes, but that would require US troops within Mexico, not just along our border. Do you think our Congress is going to allow that? I don't think so. Calderon cannot undo firmly entrenched cultural traits that have been woven into Mexican society since the Spanish first established themselves, it would take several generations to make a dent. This is the way Mexico does business and it's not going to change.
The cartels have sophisticated weaponry, are well trained (look at the Zetas) and use threats, bribes and intimidation to influence lawmakers, politicians, and law enforcement. If you are offered a bribe, and you refuse, not just you but your family will be murdered. That's what's happening. Calderon, the mexican government provides very little back up.
When several Juarez police officers were murdered recently, the government's answer was to move the entire Juarez police into hotels...the first priority has to be to protect its officers. Sometimes, entire police depts in small towns close up and leave. How do you combat that?
The cartels have sophisticated artillery and weaponry which the Mexican army doesn't have. Currently, their army simply isn't equipped or trained to deal with the cartels. Calderon should call a truce immediately while he reassesses the situation and his options. But thanks to the US and this fear of cross border violence, he won't do that. Sure, we have committed our troops to the border and fund the drug war in Mexico but it isn't even making a dent. If we were really committed to helping Mexico, why don't we offer reinforcement (US troops) like we did in Colombia?

When a young corporal in the Mexican marines was ambushed by drug cartel gunmen in the state of Tamaulipas, his first thoughts were for his pregnant wife and unborn child.
But within a split second, he was focused on combat, as his unit took defensive positions around their convoy to return fire.
They managed to shoot dead four attackers while only suffering two injuries.
The victory — one of many by Mexico's marines — was helped largely by U.S.-supplied equipment and training with the U.S. Northern Command in Colorado.
"We have learned from American officers who have fought in Iraq and Afghanistan," said the corporal, who asked that his name not be used as he is not authorized to speak to the media.
"The Americans suffer from similar types of ambushes in their wars, and have learned how to respond to them in a tight, disciplined way. We apply those techniques to our fight here."
Extensive training of the Mexican marines is one of several ways in which the U.S. military machine has quietly escalated its role in Mexico's ultraviolent drug war in the past two years.
The U.S. has also supplied Mexico with state-of-the-art military hardware, including Black Hawk helicopters and surveillance drones.
Furthermore, CIA operatives and American military contractors were recently posted at a Mexican military base to advise directly on operations, according to The New York Times.
The question of U.S. military involvement in Mexico came into the national spotlight this week after Republican presidential hopeful Rick Perry contemplated American troops shooting it out with cartel hit squads.
"It may require our military in Mexico working in concert with them to kill these drug cartels and keep them off our border," Perry said.
The U.S.-trained marines have become the most efficient force in the Mexican military. Directed by Mexico's Navy Department, the marines have been increasingly favored by U.S. officials over the past two years.
In one diplomatic cable uncovered by WikiLeaks, former Ambassador Carlos Pascual praised the marines for their "emerging role as a key player in the counternarcotics fight."
Following training with the U.S. Northern Command, the marines have shot dead several major cartel bosses, including Arturo Beltran Leyva, alias "The Beard," and Ezequiel "Tony Tormenta" Cardenas.
On Wednesday, the marines took charge of a security operation in the port of Veracruz, where thugs dumped 35 corpses on a road during rush hour in September.
The Mexican marines are helped by the fact that most have a higher level of education than those in the Mexican army or federal police, the marine corporal said.
"We are considered to be the yuppies in the Mexican military," he said. "Me and most of my colleagues have university degrees. A lot of regular soldiers come from poor villages and left school when they were 16."
The Mexican marines are also considered much less corrupt than their counterparts, because they traditionally have been uninvolved in the drug war — and have had less contact with the tempting offers of billionaire traffickers.

When you outlaw certain drugs, you make them very expensive (and hence very profitable), and you grant a monopoly on this lucrative market to criminal gangs. The law says that police should arrest and incarcerate these criminal gangs. Well, it turns out that most people are not very keen on being locked in a cage. The criminals--flush with obscene amounts of cash thanks to their black market profits--use some of that money to bribe cops and other officials, whose other option is often a painful death. (The criminals also use some of that money to buy weapons and hire thugs.) Guess what? A lot of people given that choice will take the money. And because drug crimes don't produce complaining witnesses, there's no independent third party with the incentives to "police the police" and make sure that drug investigations are handled properly. Corruption was rampant during alcohol prohibition. It's rampant today during drugs-other-than-alcohol prohibition.
Amanda, get real...Calderon hasn't even made a dent in the drug war. Why is the violence continuing to skyrocket out of control? Why aren't murders investigated? Why is Cd. Juarez now the most dangerous city in the world? It's a fact that 50% of all residents of Cd. Juarez are somehow connected to, or involved in the illegal drug market there. What does that tell you?

Perhaps the legalization of marijuana--in small amounts would make a dent. Then they would be able to legislate it. That's what California has done, even though it's only medical marijuana. The bulk of US help and aid goes toward militarization of the border region to prevent cross over violence. The US doesn't give a damn about the skyrocketing violence within Mexico itself, only cross over violence.

The military approach isn't working! Since Calderon has taken office, the amount of violence has skyrocketed. Threats, bribes, corruption & intimidation are all part of the problem. Calderon should back off and reassess the situation.

In 48 when Eisenhower had a decision to make about illegals he engaged the military leadership and had 5000 agents do a sweep of 4million illegals and deported them deep inside Mexico and shipped them back one fell swoop. Don... Times HAVE changed since Ike and company.... McCarthyism for one is gone. For another involvement of the US military in domestic legal enforcement is severely restricted despite NDAA attempts to open that Pandora's box. Not ALL illegals are from Mexico. We already have too many illegals in deportation holding... enough we could just ship them out and save a LOT of money, even if we had to fly some of them back first class if they were deported in error.

Now if we can just get Americans to stop buying drugs during the Pope's visit a lot of this violence would subside. For a very short time. If Americans would stop buying drugs, the drug trade, organized crime and violence would go away. Mexicans don't pay for the drug wars. In a new study by the Federation for American Immigration Reform (FAIR), The State of Arizona has efficiently reversed the influx of illegal aliens by instituting state laws intended to depress mass illegal migrants and immigrants from residing or remaining in the state. So the question is, where are they going? Is it not ‘poetic justice’ for want of a better word that unknown numbers of illegal aliens are heading for the so-called Sanctuary States of California or Nevada? Already these Border States are under the massive burden of the illegal alien invasion from South of the border. My guess is they will flee to the Liberal fortresses, mainly the bastions of Los Angeles county and San Francisco with ordinances such as "special Order 40". An Ordinance concocted by a previous Chief of Police Daryl Gates, saying in summary that local police cannot ask anybody that is under suspicion, their immigration status? Even though what the LAPD is doing is illegal, Eric Holder and Janet Napolitano, both egomaniacs have ignored immigration laws. So Californians with have to grin and bear it, unlike other states as Alabama, Georgia, Utah, Indiana, South Carolina as leaders of the anti-illegal immigration campaign to stop welfare predators and the advancement of fiscal unfunded mandates.
